‘Government working on Segregated marijuana rules’…
“The federal government’s lead minister on the cannabis file has been in talks with ‘First Nations’ {aboriginal} leaders over how to carve out ‘First Nations’ {aboriginal} jurisdiction over the cannabis industry on ‘their territories’ {Their only ‘territories’ are the reserves, and even those are owned by the Canadian gov’t…}.
“Ottawa initially cut ‘First Nations’ {aboriginals} out of the cannabis regulatory and revenue-sharing regime {as it should be} when it developed the ‘Cannabis Act’ which gave provincial and territorial governments control over the distribution and retail end, while Health Canada oversees the licensing of commercial production.
“Ottawa also splits excise tax revenues 25% to 75% with provincial and territorial governments…
“Organized Crime Reduction {?} Minister Bill Blair has held several meetings with ‘First Nations’ {aboriginal} leaders — including a teleconference Thursday — exploring the possibility of a cannabis plan which could eventually require a legislative component to give it force.
“Isadore Day, CEO of ‘Bimaadzwin’ {and former Ontario Regional Chief, which is how he set himself up in business}, a consulting company that focuses on ‘First Nations’ {aboriginal} ‘nationhood’ {and the break-up of Canada}, said it would mirror the federal, provincial and territorial rules governing the cannabis industry.
“What the ‘First Nation’ {aboriginal} framework is looking to do is have a parallel track“, {Why, if everything is the same?}
said Day.
{This is what aboriginal separatists are pushing for – a ‘parallel’ gov’t structure, much like Quebec proposed with sovereignty association: a separate, sovereign state, yet financed by the people of Canada…}
“The regulatory regime would be ‘First Nations’ {aboriginal, segregationist}-controlled — from the licensing to testing to traceability to revenue sharing, said Day, a former regional chief for Ontario.
“Blair’s office said in an emailed statement that the federal government will continue to “engage” with ‘indigenous’ {aboriginal} communities on the cannabis issue on a “nation-to-nation” basis…
“The prime minister has been very clear that he wants this resolved in a ‘nation-to-nation’ way.” …

“Our nation of Canada is now only one of several “nations” within our borders, with the other ‘nations’ also receiving special Constitutional powers. This has created a Constitutional rights hierarchy, rather than equal rights for all Canadians. It began, of course, with the Quebecois “nation” and has spread like a virus, with new would-be aboriginal “nations” springing up in all corners of our land. Now, it’s even taboo in some circles to refer to Canada as “One Nation”…”

“acknowledge … ‘First Nations’ {aboriginal} jurisdiction over all aspects of cannabis cultivation, process and retail operations within ‘their {former} territories’.” …
“Several ‘First Nations’ {aboriginal communities}, like Tyendinaga, Pikwakanagan and Alderville in Ontario, and Kanesatake in Quebec, already have thriving {illegal} cannabis retail stores operating outside of provincial and federal rules…
“Opaskwayak Cree ‘Nation’ {a ‘nation’ of 6,228 people} Chief Christian Sinclair said…the only way to maximize the potential is through an exclusive {segregated} sphere of jurisdiction — outside of provincial or territorial control — for ‘First Nations’ {aboriginal communities}, he said…”
