‘Chinese head tax reparations called for by surviving families’
“One member of a Canadian family that was forced to pay the Chinese head tax says the ‘hurt’ from this history cannot be undone without a ‘meaningful gesture’ from the federal government {from her fellow citizens, who have done nothing to her…}, in the form of a letter and financial settlement.
“About 400 head tax survivors and widows of survivors received $20,000 from the federal government in 2006, leaving out thousands of families who did not have a surviving member in 2006.
{If they didn’t have a “surviving member”, then they weren’t ‘left out’ of anything…}

“Families of immigrants who paid the Chinese head tax still feel the ‘frustration’ today, says Karin Lee, who has three head-tax payers in her family.
“Why are those conversations so quiet in some of those families — because there is shame.”
{Or because older folks — the ones affected — have moved on? Stop trying to use them to get money and publicity…}
“Lee, a filmmaker and UBC professor, says a personal message and symbolic payment would go a long way to helping families ‘find closure’.
“If there’s a letter that goes to the family, a very symbolic payment … the descendants can take that letter and have a one-on-one with their grandchildren, or their grandchildren and say, this is the history of our family.”
“Canada imposed a tax on Chinese immigrants coming from 1885 to 1923 and prohibited immigration from China altogether from 1923 to 1949. It’s estimated about 82,000 Chinese paid the tax, which at one point was the equivalent of two years’ worth of wages for a Chinese labourer.
{The cost was considered a way of preventing Canada being overwhelmed with Chinese immigrants. Canada still tries to manage immigrant inflows and still uses financial penalties or incentives to encourage/discourage different groups. Will we have to pay more money in the future for these policy decisions?}

COMMENT: “It was wrong. It was stopped. It was acknowledged and apologised for. Is compensation supposed to be some sort of tenuous rebate or refund?
“What is the point of people who did not cause this wrong being required, in effect, to pay a penalty?
“How does paying descendants of those who were wronged make it right?
“How far back does one go to compensate people for the wrongs of past generations?
“These are different times with different standards and morals. We are progressing. Are not the changes that has been made the most significant and meaningful acknowledgement of the wrong?
“Does anyone really think that unless the apology is accompanied by a cheque, it is not sincere?”

“The idea that descendants of those who paid the Head Tax should be compensated is absurd. There is nothing “symbolic” about paying someone off who wasn’t harmed directly and there is no honour accepting money for the suffering of others. Appropriating the suffering of others is all too prevalent today and this is just another egregious example. The Head Tax was racist policy but nobody was forced to emigrate and pay the tax and it wasn’t a surprise when one arrived at the port. Repaying those who actually paid made sense, this does not.”

“My grandfather was a ‘Bernardo’s Boy’; a ‘home child’ shipped from London to Canada in 1892. Thousands and thousands of kids were shipped off to uncertain (and often BAD) situations; indentured service for most, or worse. He got over it. I’ve thought many times that my circumstances are probably much, much better because of what he went through. So there’s always another perspective on these things.”
